NORTH READING — Conservation Commission issued stop work order on Amber Road subdivision for vernal pool violations. Commissioners discovered heavy machinery in jurisdictional areas, an unauthorized wetland crossing, displaced flags, and sediment eroded into a nearby wetland during a site visit. Site contractor Jamey Steadman had misunderstood that breeding season restrictions applied to all jurisdictional resource areas and their buffer zones, not just the vernal pools themselves.

The developer must pay for a third-party environmental monitor to provide weekly reports once work resumes after the vernal pool breeding season concludes in mid-May. The commission also issued three Orders of Conditions for single-family homes on Gowing Lane and approved two Certificates of Compliance for completed projects.
